National Secretarys Page : Constitution And Rules Review
Foreword
The Constitution and Rules of Scouting Ireland was first adopted on the 21st of June 2003. You may recall that the document was crafted by the SI2K Steering Committee under the auspices of Scouting Ireland's predecessor associations. The document established the foundations of our Association achieving its primary purpose of "2 into 1". Six years later and it is opportune to stand back and see where we are. Proposals were made to the National Council in 2008 suggesting that the Association should carry out a review. The National Secretary agreed to examine the proposal at that meeting. Earlier this year terms of reference were agreed by the National Management Committee and a committee was established to explore a review the Constitution and Rules document. The Committee has reported on a number of occasions to the National Management Committee to date and is ready to commence the review process to culminate in a report to the National Management Committee on its findings and proposals.

The Committee established for the Review of the Constitution and Rules of Scouting Ireland
Committee members:
Michael Devins, Mark E. Doyle, Oladoyin Durojaiye, Bill Holohan, Eamonn Lynch, Brendan McNicholas and Mark O’Callaghan.
The Committee met on a number of occasions to consider and discuss its Terms of Reference. Initially there were two significant matters on its agenda:
- To consider its Terms of Reference and put forward proposals to the National Management Committee on how to proceed.
- To consider whether there was any intermediate action possible to assist the members of the Association on the interpretation of the Constitution and Rules.
In response to the first matter, the Committee responded to the National Management Committee on its Terms of Reference on the 7th of March 2009 and put forward proposals on how to proceed on the 6th of June 2009. The National Management Committee considered both reports and the Committee has initiated its procedure.
In response to the second matter, the Committee added a contents page and an index to the Constitution and Rules. This document is now available. The Committee has also prepared a short Guide to Scouting Ireland’s Constitution and Rules which may be of assistance to members of the Association in the navigation of the documents.
To commence the Review process the Committee is inviting general submissions for any member of the Association through this page. In addition the Committee will be making presentations and conducting some interviews for a more in-depth review to facilitate coverage on all Articles and Rules of the Constitution and Rules document.
To make Submissions to the Committee
The Committee will accept written submissions or comments on the existing Constitution and Rules of Scouting Ireland from any member of the Association until the 30th of April 2010. To make a submission please use the standard Template . Completed submissions should be forwarded by e-mail to odurojaiye@scouts.ieor by post to The Constitution & Rules Review Committee, Scouting Ireland, Larch Hill Dublin 16. All submissions received by the Committee will receive attention in accordance with the Committee's Protocol
