The symbolic framework provides a backdrop for Scouting. Through the use of symbols, themes and stories, the young person’s imagination is stimulated and activities are given a purpose. The very name of the Movement, “Scouting”, is an element of a symbolic framework adopted by Baden-Powell.


A symbol could be described as something familiar which represents something more vast or abstract. We use them to:

  • Make the learning experience fun and attractive
  • Encourage imagination, adventure, creativity and inventiveness
  • Create a sense of tradition and belonging and help everyone identify with Scouting’s values
  • Build our Scouting identity
